What kind of refresh rates do old CRTs have? 5 - 10 years old, 17"?

Old CRT refresh rate will be (max) 70 Hz and less, depending on the model. if you have the top model at that time, it will be around 70Hz. or even less. Normal monitor refresh rate at that time is about 50-60Hz
It will depend on the model, however on a monitor this old I wouldn't expect it to display a higher resolution of 85mhZ at 1024x800 resolution.
Anything on 60mhZ and above is fine for your eyes.
