Most monitors are PnP (plug and play) and if you go to your monitor settings in win XP it should say: generic PnP monitor., so if it does then windows vista supports it.
Windows XP and Vista have many plug and play driver for all kinds of devices. I have windows 95 on virtual PC, and i can tell microsoft TRIED to include plug and play, and when i need new hardware it asks for the windows 95 CD-ROM. >.<
Windows should automatically supply a basic driver for just about any monitor. It may not be the best driver available but it should get get you up and running and then you can download a better driver once you can get on the Internet.
There shouldn't be any problem really. Just connect the monitor to the computer and Vista should be able to find the drivers itself.
It doesn't matter if the monitor was running on a PC with XP as the operating system. A monitor is a monitor, it's independent to the operating system. It's only duty is to display the graphical content.

If the monitor works, The only reason that you could not connect an old monitor to a new computer is if the physical adaptor is hdmi on the computer and vga on the old monitor. in which case they sell adapters to switch them . The drivers in the Vista operating system will enable your monitor and you will have visual on your monitor if the monitor is not dead.
