Computer isn't turning monitor on, but video card is good?

I have an older computer Compaq 5005CL that was purchased around 2001. It not been used for a few years and I was getting it ready to give to my 10 year old cousin. I started the computer and did a system restore and everything was fine. Then two days later the computer would not turn on. It is making noise and the fan is working, but it does not turn the monitor on. The monitor has the amber colored light. Looking online it says that it may be a video card. I have another one of these same computers and I took out a working video card and put it in the computer that was not working; this did not fix it. Any ideas of what it may be would be helpful.

Disconnect the monitor connection from your PC, see if monitor by itself shows some kind of color adjustment menu or any color
or screen(COLORS) shows by itself, if so monitor is good , replace your RAM s if you have other pc just change the ram see what happens if monitor is good and change of ram did not make any different , your motherboard is gone,get another PC.
Put the monitor on a known good computer, see if the monitor could be bad.

Also, check the connections and make sure they are plugged into the computer and monitor.
have you got the monitor hooked up correctly,connections nice and tight.
Make sure the end of the cord is plugged in right and look to see if in the end that was plugged into the computer if anything is bent in there.
Also try a different power cord and try switching outlets. Some times the monitor just dies.
