you do know that different countries handle their own power systems right? for a world-wide blackout to happen you're talking a massive cataclysmic or nuclear event that affects the entire earth (since that's what world-wide means).
in such a case only the cockroaches will survive, and i doubt they care too much about a lack of internet access.
