Anyone know of how to refill ink cartridges for samsung ml-1740, or the portable ip90v printers?

You don't want to do the Samsung. It's a lot more than drilling and filling. There are parts that need to be replaced after each cycle of toner. It's messy and best left to a pro. To save money, buy remanufactured cartridges.
The Canon is another story. Very easy to refill. Turn the cartridges over and drop the ink onto the pads, it will soak into the cartridge. These cartridges are tiny, so they don't hold much ink. GO SLOW and work over newspapers or paper towels. Oh, expect to get inky.
