My computer says insert color catridge what does that mean does it mean refill color catridge?

It means your printer utility is informing you that your printer is in need of a new color cartidge.

I.m sure it's refering to ur printer ink cartridges. Normally I replace both at same time wheather they both need it or not R just keep useing ur printer until it runs out then purchase it.
In your printer
Check your color ink cartridge. It's either not inserted correctly, is the wrong kind, or needs to be replaced.
It means that the printer is not recognizing the color cartridge that's already in place - or the cartridge is missing. If you already have put one in, try removing it and replacing it carefully but firmly. If you still get the same message, it's possible that the contacts are oily - wipe them off with a clean cloth and keep your fingers off them, and try inserting the cartridge again. If it still doesn't work, chances are it's damaged and won't work at all. However, look closely at the little pins at the back of the cartridge cradle in the printer. If you notice any of them bent out of place, you can gently bend them back, but make sure you turn everything off first, including the computer itself.
"Insert color cartridge" does not usually mean that it wants a full one in place of an empty one. That message would more likely be "replace color cartridge".
Your printer program probably includes running a test page. Make sure the cartridges are properly seated and do a test print.
