Where can I get a new printer that has cartridges that can be refilled?

For easy cartridges, get a Canon. Too many models to recommend, but make sure it has the individual tanks (at least 4 - CLI-8) and not the black and tri-color system (PG-40/50 + CL-41/51).

Epson has individual tanks, but Durabrite compatible ink is expensive, and the cartridges are not easy to fill. Brother...ditto.

HP and Lexmark can be refilled, but they usually require more effort: cleaning printheads, evacuating air from the cartridge.

Canons are easy to fill, you can override the ink-level chip, and instructions on the internet are plentiful. As long as you use it regularly (print something once per week) you should have no problems. If you can't print regularly to keep your printhead from clogging up.well, you're better off with a set of Crayola magic markers.

And stay away from laser printers. Toner cartridges can't be refilled, they can be remanufactured. Probably more work than you're looking for.
Almost all types of printer cartriges can be refilled, depending on where you get them refilled at. Places like the Ink Spot can do different kinds, Office Max prefers to do their own, but can also refill several different kinds.
