NO print heads are an electronic devices that form the print and contain absolutely no ink.
They cannot be refilled as there is nothing to refill, they need to be replaced.
What is a print head if not an ink cart?
If you mean a set of nozzles fed from a tank, then there is nothing in there that can be filled in the first place...
If you mean a set of nozzles with integral tank (like HP uses...) then that's what a cartridge is.

There is nothing to refill in the print head. It can be repaired or replaced.
The two products you linked to (the #12 printhead and the #96 cartridge) never go in the same machine. The technology is totally different.
You can refill a cartridge, but you need to replace a printhead. A printhead is the mechanism that puts ink on the paper.
