If your picture/photo is on your PC, then you can resize it using `Microsoft Office Picture Manager`.
Right click on your picture and click on `openwith > Microsoft Picture Manager`
Look to the top of your screen and you will see - `Edit Pictures`, click on that.
A new window will open - Click on `resize` and enter the size you want your picture to be.

Depends what program you're using. Of course you could always click on it and physically drag it to a smaller size, but if you're in an imaging program like Photoshop or similar, go to Image, size and select appropriate size, or even leave it at normal size and when printing, if that's what you want to do, select the size from the printing options.
