This is a trick that I found to work for me. It comes from when I was a kid and we raced the little HO Scale race cars...
Get a pencil with the eraser in tact and take your printer cartridge and rub vigorously over the area that the cartridge makes contact with your printer... Then the area of your printer that makes electrical contact with the ink cartridge rub it also... It is not as easy to do on this part because it consists of little bumps or spikes for want of a better description. Of course make sure your printer is unplugged from the wall outlet during all this... Then if it does not work for you unplug again and this time use some rubbing alcohol on a cloth that does not snag easy and clean off all the contact areas. I have gotten several cartridges to work for me doing this...

Did you put the ink cartridges in CORRECTLY?
Did you re-set the Ink Level Setting?
Have you run the "cleaner program" for it to clean the print head(s)?
Have you checked all the connections of the cables running between the puter and printer?
If making sure these things are not causing your probs, sorry, but it sounds like your printer is hosed.
Maybe its dirty go to your settings and clean it up!
Sounds like you may need to uninstall your printer drivers or software, and then re-install them. Check the cable also, it could be bad too.
Make sure you took the sticker (s) off the print cartridges before installing them. Also make sure the ink you are using is genuine to the brand of printer. Do Not Use refills or generic brands... they tend to cause problems. Also check the new ink and make sure it is not expired.
And last... your printer may just need to be repaired.
The print heads could be damaged from paper jams or bad ink. Try calling or emailing the manufacturer for tech support also. They can walk you through a bunch of tests.
