I agree that nobody wants to print pictures in black and white nowadays. But if you really insist, the Xerox 203A gives good half-tone printouts. It's only available in Asia though. Alternatively, Samsung 2010 should be ok. And toner cartridges can be remanufactured to safe printing costs.

nobody uses black and white these days just get a colored printer
You better go for canon printer , with ink tanks. I feel you can fill black ink and use it for few days...!
Anyway its not recommendable to refill it may harm your printer head
you simply have to adjust the print settings of whichever software you are using to open the picture - you can print in black/greyscale.
HP Laser Jet 1020 - the cartridge is good for 2000 A4 printed pages. I use refill cartridges as they are cheaper. In 3 years I am only on my second cartridge.

Get a cheap monochrome laser printer. You can pick up a samsung for around $100. It will come with a stater toner that will printer about 1000 pages. A replacement toner is about $70 and will printer 3000 pages.
It does seem like a lot of money for consumables however you will find that you are changing them rather infrequently.
