Sound like you have no choice to do a format your hard drive and reinstall windows vista disc.
contact your manufacturer
try a body repair garage they should be able to repair it, or contact your insurance company.

I think as a complete amateur you are going to have to get someone to fix this for you (because of the level of difficulty). It is presumably new and still under warranty?
You might need expert assistance.
Do you have your original Windows installation CD and authorization code?
See if you can boot from the CD. If not, you might need to get access to the BIOS. On my Dell, the Bios/Setup is DEL (hit the delete key during the first few seconds during bootup, before you get to the F8 menu).
Change the BIOS to boot from CD.
After the CD runs a minute you should get the choice to install or repair Windows. REPAIR.
There's much I can't tell from your question. It's possible that each time you "find a solution" you are getting closer to the end.
If you recently installed something, unplug it. A new scanner could be obstructing the boot process.

Addendum:
Safe boot might be looking for a specific file then hanging. Try normal boot or normal boot using a previously known good version (your system should save roll back copies).
