These programs can help you clean your registry for free. I personally like CCleaner because it does more than just clean my registry.

I personally like Reg Seeker.
You need to clean your registry out from all the crap that you may have installed and then
uninstalled. To do this, you would need a registry cleaner. MS has a nice one, but would not suggest any
one to use it as it is directed towards the advacned users. However, there is one that I would recommend
to normal users. A program called Reg Seeker. Simple, lite and does not stay resident. Meaning, you load it
and tell it to do it's job, then close it. Simple fast and usefull.

There isn't one. These things can cause more problems than they cure and there's a high chance of spyware being placed on your computer with a free download.
Two possibilities: you could either do some research and try cleaning the registry manually, removing reference to programs that you have uninstalled. Or you could back up all your data and reformat your hard drive doing a custom install of the operating system and only the programs that you need. That would almost certainly speed up your computer.
Take some advice from someone who has had this headache before. DO NOT use a registry scan on your computer. Let a computer literate person work on your computer when it comes to the registry. There are times when these registry scans will eliminate things that you actually need, but haven't used in a while. And just because you haven't used them in a bit, doesn't mean you don't need them to run the system.
You get what you pay for and FREE, well, you do the math.

I haven't noticed any dramatic speed difference by cleaning my registry.
The really safe one that has been mentioned is CCleaner (click on the Issues button). CCleaner makes a backup of the registry keys that it is about to delete in file with todays date e.g. 20070727.reg and if things go wrong then you can restore those keys by double clicking that backup file.
