I have avg anti virus and on every start up ,the sign in my tool bar says the email scanner is not functional?

Honestly I recommend you get rid of AVG because it's complete junk.

remove avg and all saved settings then reinstall it this should cure your problen.
or if you what to slow your pc by 20% get norton , it slows your pc down so it has time to catch any viruses you get .
